San Fransisco is one of several Havens for Witches and other supernaturals. Although the city was not originally founded by the Grand Coven, parts of the city including Alcatraz Island are in the control of the supernatural community. Located in the San Francisco Bay, Alcatraz Island has been given many faces, serving as a military fort, lighthouse, prison, and Indian reservation. Today, to many tourists it is merely a shell of what it once was, but to the supernatural community it is still a very active site with an important and secret purpose.
"The Island of the Damned" or "The Devil's Island" serves as the location of the largest supernatural prison for the most dangerous supernaturals in the world. Created in the 13th century, the supernatural prison is separated by a magical barrier from the physical prison built by the Spanish and is charged from the large amounts of gold under the island where the souls of prisoners are trapped within a spiritual realm that severs them from their physical bodies, reducing them to nothing more than cold spots and dark shadows to the eyes of humans. Cases of physical harm such as scratch and bite marks and disembodied voices are signs of prisoners trying to reconnect with the world they were ripped away from.
Although the Grand Coven wasn't against the death sentence for their criminals, such as taking a page from the humans own book by use of burning at the stake or hanging, for some supernatural species a simple execution wasn't enough. The Grand Coven believed that the only true punishment befitted for the most dangerous and clever criminals was entrapment, not death. Due to the immortality of Mystic's souls as well as various other species, the Grand Coven also feared that, if they were to kill the prisoners instead of trapping them they would be born again in a new form or would be able to be resurrected by Necromancers powerful, and courageous enough, to try.

This came from the concept that, while outside of their physical form, they were merely a shade of their former self. Even after prisoners began possessing unsuspecting humans the term was a way to separate them from their human, or even supernatural, vessels.
In its many centuries of existence, Shades have tried to escape, most attempts ending in their souls being lost in the Void forever. However, this has not stopped them from trying with some actually succeeding. For those who managed to break free, bounty hunters were created to bring them back. Reapers, as they're called by the Grand Coven, were created to hunt them down and bring them back. The Covens special soldiers can be considered similar to the mythical beings the Angel of Death created in the sense they have the power to extract the souls of Shades from their vessels and place them back into the prison but are nothing more than Magi with special abilities granted to them by the Elders. It is believed this is why they burn the bodies of the prisoners after their soul is imprisoned as a cautionary tactic if a prisoner ever did find a way out. Without a link or body to connect them to the physical world, no soul can leave the spirit realm unhindered. Until the Spanish settlement this was why the Coven viewed the island to be the perfect location as even the human Natives believed the island to be evil and avoided it at all costs. Even the Grand Coven, who engineered and designed the prison, aren't quite sure what it is like on the other side. Some have said it is a dark, mirrored image of the world of the living where others claim it to be nothing more than a pit of eternal darkness.

All Mystics, unless protected by a spell, amulet, or tattoo, are vulnerable to any Shade powerful enough to take possession of their body.

The only entrances to the town are by port, magic portals around town, or on a road carved through the mountain. Though it appears to be easily accessible, to humans the road is heavily shielded by a thick fog that only dissipates for those containing magic (whether it be themselves or an object containing magic). This is to allow all supernaturals who call it home to openly practice their craft or live their life as they must without fear or prosecution from humans.

Things such as a location that could easily be protected, magical properties already inhabiting the area and the strength they provide to the coven, and natural resources they can use for their craft or everyday lives. Not only was Hallow Oaks a perfect candidate for all three of these, it was so heavily saturated in magic a group of Fae refused to give it up. To them, it was a sacred place where every Oak tree was a gateway to their world. They believed outsiders would disrupt the order, and they did.
As witches, this didn't dissuade them from staying. The Witches Council wasn't afraid to take what they wanted by force and refused to walk away from such valuable land. Loyalists retaliated against the Fae by cutting down trees and using them to build their homes. Not all the witches believed this was the right thing to do. A group of witches banded together to fight against the Witches Council loyalists. Much like the Americans declaring their freedom from the British, the rebels declared theirs from the authoritarian Council and took over Hallow Oaks as their own. The main contributors to the Rebellion would later become the four Founding Families.
By the time all the loyalists were dead or driven off, the damage was done. Almost half of the village was built by Oak trees, leaving only the forest you see today as a reminder of what the area once looked like. To appease the Fae a treaty was formed between the Witches and Light Fae. Trees were replanted, offerings made, and the agreement that everyone would work together brought a semblance of peace to the town. The Dark Fae were against this and were unable to come to terms with what the Witches did to their homes. They attempted to thwart any progress towards the success of the town. When everything else failed, they resorted to their mischievous ways. Curses, accidents, mysterious disappearance still plague the town even to this day but have decreased in recent years with the accommodation to more luxurious amenities Downtown to keep them entertained.
Although many homes still stood, a large portion of the town was in ruin from the fight. Renovations brought forth new buildings that were made of stone or brick and used other woods other than Oak. A few original wooden homes still exist particularly the four Founding Families residences, a few buildings downtown, and the houses in the woods made for the resident wolves. Such places are considered the most magically charged, but also tend to be the most haunted.
Despite the town's conversion to more modern luxuries and leniency on who enters the town, humans are still unable to access the town unless granted special permission or are in possession of a magically charged item. Though other creatures such as Fae, Mermaids, and Werewolves also dominate the land any sign of a malevolent supernatural entity has long been gone and any who disrupt the peace must face the wrath of an entire town of witches. Needless to say, that doesn't mean there isn't a force hidden in the shadows, waiting for the right moment to strike.
